You need to follow these steps for login on IRCTC :

Visit at IRCTC website

Click on Sign Up to register your account

Fill the registeration form properly and then submit it.

After successfull registerations go to home page of IRCTC.

Fill your username/email id and password and click on login.
To login on IRCTC, firstly you have an account on IRCTC then you can able to login on IRCTC. Without registeration in IRCTC you cannot login.
